Purchasing
Vendor Forms
Prospective vendors must complete the following forms prior to the award of any purchase
orders:
Notice to Prospective Vendors:
1. Vendors are not placed on the district’s approved vendor list until a purchase order is approved.
2. Vendors must accept purchase orders for all purchases. The district will not be responsible for
payment for goods or services that are provided to Anthony ISD staff without an approved
purchase order.
3. All invoices must reflect the purchase order number and must be mailed, faxed, or emailed to
the Anthony ISD Accounts Payable Department (840 Sixth Street, Anthony, TX 79821, fax:
(915) 886-2420, email: accountspayable@anthonyisd.net).
4. All payments are net 30 days after receipt of the goods and/or services unless otherwise
agreed to.
Tax Exempt
Anthony ISD is tax exempt on the basis that it is a governmental entity – school district.
Conflict of Interest
Any individual or business entity that contracts or seeks to contract for the sale or purchase of
property, goods, or services with Anthony ISD must file a Conflict of Interest Questionnaire with
the AISD Business Office in accordance with Texas Local Government Code Chapter 176, no later
than the seventh business day after the recipient becomes aware of facts that require filing.
Disclosure is required if:
1. the person has employment or other business relationship with the local government officer or a
family member resulting in the officer or family member receiving taxable income more than
$2,500; or
2. the person has given the local government officer or family member one or more gifts (excluding
food, lodging, transportation, and entertainment) that have an aggregate value of more than
$100 in the twelve month period preceding the date the officer becomes aware of an executed
contract or consideration of the person for a contract to do business with the district; or
3. the person has a family relationship with a local government officer that is either 3rd degree of
consanguinity (blood) or 2nd degree of affinity (marriage).
Statements must be filed within 7 business days after the officer becomes aware a conflict of
interest exists.

Schools FIRST (Financial Integrity Rating System of Texas)
The Schools FIRST is a financial accountability system for Texas school districts developed by the Texas Education Agency in response to Senate Bill 875 of the 76th Legislature in 1999.
The primary goal of Schools FIRST is to achieve quality performance in the management of school districts' financial resources, a goal made more significant due to the complexity of accounting associated with Texas' school finance system.
Tax Rates
The following information is prepared for Anthony ISD taxpayers to provide transparent information regarding the District’s maintenance and operations and debt obligations.
2024-2025 Tax Rates
- M&O Tax Rate: $0.7869 per $100 taxable value*
- I&S Tax Rate: $0.127788 per $100 taxable value
- Total Combined Tax Rate: $0.914688 per $100 taxable value*
*pending voter approval. Special election will be held on November 5, 2024

Property Tax
Truth-in-Taxation Database
Visit Texas.gov/PropertyTaxes to find a link to your local property tax database on which you can easily access information regarding your property taxes, including information regarding the amount of taxes that each entity that taxes your property will impose if the entity adopts its proposed tax rate. Your local property tax database will be updated regularly during August and September as
local elected officials propose and adopt the property tax rates that will determine how much you pay in property taxes. The property owner may request from the county assessor-collector for the county in which the property is located or, if the county assessor-collector does not assess taxes for the county, the person who assesses taxes for the county under Section 6.24(b), contact information for the assessor for each taxing unit in which the property is located, who must provide the information described by this subsection to the owner on request. A property owner may register on
